Holker Homes is progressing emerging plans for a high-quality residential development on land located to the north-east of Kirkby-in-Furness.
This website presents the draft proposals and invites your feedback to help shape the scheme before a planning application is submitted to Westmorland and Furness Council.
We welcome your comments by 5th December 2025 via email at kirkby@stantec.com. All feedback will be treated confidentially and anonymously summarised within the planning submission, along with an explanation of how your views have been considered.
VISION FOR THE SITE
The proposed development Site will create a sustainable and attractive community that will compliment the local area and respect the environment.
With high-quality and sustainable design principles at its heart, the development will provide up to 62 new homes with policy-compliant affordable housing provision. The layout will encourage walking and cycling, providing new connections to surrounding green spaces and links into Holker Homes’ existing residential development at Burlington Rise, that is currently under construction.
The proposals will include a range of homes to cater for all needs. All homes will be designed to be highly efficient in energy performance and provide ample living space for residents.
A net gain in biodiversity will be achieved by the development through the provision of biodiversity enhancement measures.

Site & Surroundings
The Site lies east of the A595 on the northern edge of Kirkby-in-Furness, immediately north of Holker Homes’ Burlington Rise development.
The land extends 1.96 hectares and is sustainably located to benefit from an existing network of Public Rights of Way, public transport services and access to the local and strategy highway networks providing access to local facilities.
Key Amenities
Burlington C of E Primary School is located about 80 metres south of the site, and the village centre lies approximately 600 metres south-west, offering local amenities and access to Kirkby-in-Furness railway station with direct services to Ulverston, Barrow-in-Furness, Millom, and Whitehaven. Further services are available in Wall End to the north.
A bus stop on the A595 outside the site provides connections to Millom Market Square on the number 7 service.
Early investigations show the Site as being of limited ecological value and largely free from environmental or technical constraints. It lies within Flood Zone 1 (lowest risk of flooding), away from any designated heritage assets and outside of any Air Quality Management Area.
The Masterplan
The indicative layout responds positively to the Site’s opportunities and constraints. Direct access to Public Open Space is to be provided alongside a mix of housing types that are proposed for varied choice across the Site.

Key Development Features include:
- Delivery of up to 62 much needed new homes comprising a mix of tenures and types
- A policy-compliant affordable housing provision, and a range of housing types to suit different needs or desires
- New pedestrian and cycle routes through the Site to the wider green spaces and facilities
- Incorporation of sustainable urban drainage systems
- Provision of play facilities for residents and visitors
- On-site and off-site measures to improve biodiversity with the creation of new habitats on-site
Why is Housing Needed?
The Government has committed to building 1.5 million homes in five years and have recently developed new national planning policy to help achieve this. As part of these changes, the method for calculating housing need has been revised, which means the number of homes Westmorland and Furness need to deliver each year has increased by almost 500% – this application seeks to help address this.
The Council is also currently unable to demonstrate a five-year supply of housing land. When this happens, national policy requires planning decisions to lean in favour of sustainable residential development such as this proposal.
The addition of new homes and growing the population of the village brings new spend to the local economy, supporting the village’s services such as the primary school, recreation and community facilities.

- Review and reflect on all feedback received during the consultation process.
- Outline Planning Application to be submitted December 2025.
- A future application (known as a Reserved Matters application) will be necessary should this first application be approved: the second application will deal with matters of detail, such as the design of the houses themselves, and materials to be used.
